couple of strike ninja questions

I recently started playing a strike ninja deck and really have come to like it, but I need to clear up a few things on his effect.

Can I trigger his effect even if nothing is going on? (mainly for the purpose of dumping DD scout planes so they come to the field)

Also, if I activate his effect during my opponent's end phase does he come back during that same end phase as well? (again for the purpose of pulling my scout planes to the field)

I'm pretty sure its yes to both but I just want some confirmation on this.

1) In your turn :You do it whenever you want it.

In his turn :
You only can do it in response of something, like any other thing.

You can do it in response of "Lightning Vortex" (example) or when he enter his Battle Phase, but he has to do something.


2) Yes you can, and of course he return on the field because he must.
