Deck Devastation Virus vs. Shrink

Have a question regarding Deck Devastation Virus. When you tribute a monster, is that a cost to activate DDV? I ask as I was wondering if Shrink could be activated in response to DDV to lower the monster's attack power.

I don't think it'll work, but I figured I would ask.

Tributing a monster with 2000 ATK or higher is the cost for DDV. If the opponent activates Shrink in response to the players activation of DDV to lower the ATK points below 2000, then the cost for DDV cannot be made. DDV resolves without effect.

But with DDV, tributing a monster is a cost. (And costs have to be paid for first) So does that mean it's gone before Shrink has time to shrink the monster?

Correct, the activation of DDV is not complete until the cost is paid, therefore, Shrink can't be chained until the cost is paid, at that time the monster used as a cost is in the graveyard.

So I couldn't activate Compulsory Evacuation Device to send the monster back to his hand as a chain response to the activation of DDV?

Costs always occur before before the effect they are paying for is placed on the chain. That's one of the reasons cost are non-refundable and unchainable. You chain to the effect they pay for, but the cost is not part of the effect resolution.

Yeah. Shrink could not stop Deck Devestation Virus. As a matter of fact, if a player had DDV set and you used Shrink, many players would take that opportunity to chain DDV and make Shrink lose it's target (unless you were in damage step), also in the process causing you to lose all 1500 and lower monsters.
