I discard you Cyber Jar, and you respond with Reload.

Does Cyber Jar get discarded into the graveyeard first, or it returns to deck?

You aren't able to play Reload at that time, since you are still in Damage Calculation.

It is also important to remember that even outside of the Damage Step the question would not work the way it was worded. If I activate an effect that will require a discard from your hand you would have to chain to that effect with Reload while building the chain. If you wait until the effect is resolving and the card has been selected it is far too late to attempt to activate Reload to save that particular card.
