dunno what to title this one, just read

I'm going to have to do a bit more research <sounding like Grandpa on Jackie Chan cartoon> but as I remember a card can have more than one target (Penguin Soldier) but to specifically designate means only one target.

This can make a difference. There are cards that say, "When this card is specifically desginated...." or "When this card is specifically designated as a target....." While other say, "When this card is targeted...."

Penguin Soldier can target one (Specifically designating) or two (multiple targets) monster on the field. If it targets two monster than a card effect that requires specific designation will not be able to use it's effect.

There may be other examples such as with Mobius the Frost Monarch, none pop into my head but I'm sure someone will chime in with one.

To the best of my knowledge, "specifically designate" and "target" mean exactly the same thing:

- You, as the player, choose the target(s) of the effect(s) upon activation of that effect(s).

In the case of "Penguin Soldier", both monsters selected are "specifically designated" by that effect, since you must choose them at activation.

In the case of "Mobius the Frost Monarch", both Spell/Trap cards are "specifically designated" by that effect, since you must choose them at activation. (There's even a ruling to back this one up)

The only place I can personally see wiggle room here is the wording ".. specifically designates 1 ..". If an effect would target multiple cards, well, now you've got an argument to make :D

it the card says that then the effect is negated since when it say 1 it means 1 think curse of royal :)
 
Yes it was locked. I thought it important enough to reopen it to open up the possibilities and if nothing else clarify wording or misconceptions (which I intend to do eventually once I'm able to do some research) Was there a reason this thread was locked?

Penguin Soldier SOMETIMES "specifically designates 1 monster as a target" so for Chaos Command Magician or Metalsilver Armor, if Penguin Soldier is
targeting ONE monster then it's "specifically designating 1 monster as a target". If Penguin Soldier targets TWO monsters then it does "specifically designate a target" but it does NOT "specifically designate 1
target".

So "specifically designate 1 target" (Chaos Command Magician, Metalsilver Armor, Curse of Royal) is different from "specifically designate a
target" (Lord of D., Freed the Matchless General, Tyrant Dragon, etc.).
