Come on, it was a matter of time before someone rated this card. It's rare to get a card that you can pretty much create a whole donzens of themes around 1 freaking card. Seriously, this card have so much "potential" that the one who rules this card is literally like ruling their own destiny and pulling Deus Ex Machina power to your foe.
Anyway, lets see it's stuff.
Destiny Hero Diamond Dude
Dark / Warrior / level 4
1400ATK / 1600 DEF
Not that bad. A good start. Being 1400ATK means it's searchable by Sangan. Being Dark is being supported by the biggest support group of all. It can be search by Tomatos and can support Chaos Sorcerer and Strike Ninja. (All having impact on CC decks) Being Warrior and level 4 means it have access to ROTA, the best broken search spell card ever. So this card is VERY searchable, too well. So at least you won't have prob finding this dude. That's good and can be a good trade off for having 1400ATK.
Now let's see it's effect.

When this monster is face-up on the field, you can look at the top card of your deck once per turn. If the top card is a normal spell card, you can send it to your graveyard, then in the main phase of your next turn, you can activate it. If it's another kind of card, you place it on the bottom of your deck.

Now, your going what? What's the point of that? I can just draw that the next turn. Well, that takes another "turn". The fact that you can speed your deck up by getting the next card is good. I mean, why ya think cards like Dekochi, Skelengel, Merchants are so popular. It's "like" getting the next draw, although it depends on luck. But that's not even the best part, the best part is the ruling.
Since you are only activating the Normal Spell Card's effect, and not the Normal Spell Card itself, you do not pay costs and you do not have to meet any activation requirements. For example, you would not pay 1000 Life Points for "Confiscation", or discard 1 card for "Monster Reincarnation", or need a "Blue-Eyes White Dragon" on the field to activate the effect of "Burst Stream of Destruction".
Yeah, you read that right. NO ACTIVATION REQUIREMENT or COST. No freaking COST and no RESTRICTIONS! ZOMG! That itself is DEM right there.
Here's some more crazy rulings.
Since the Spell Card itself is not activated (only its effect is), your opponent cannot chain "Magic Jammer", "Dark Deal", "Barrel Behind the Door" or any other card that has to be chained to the activation of a Spell Card.
Yeah, You CAN'T negated the broken effect too! No Magic Jammer, no Cursed Seal, no Spell Canceler, nothing. You pretty much have to go for Divine Wrath, since it's Diamond Dude who's triggering the effect. But you have to activate Divine Wrath the point of Diamond Dude sending the normal spell card, not the next turn when the actual spell is activated.
So let's go back of what old and dusty cards you can pull off with this DEM power.
First of all, how about the effect of
"Destroy all cards on your opponent's side of the field."
Yeah, EVERYTHING. That's of course except Tokens, but that's STILL freaking good! And not to mention it's just the foe's field so it's a Demise on crack. And these three cards can do it.

These three have really annoying conditions. But with this card. The conditions is pretty much ignored. I'll list some more great effects.

"Destroy all Spell and Trap Cards on your opponent's side of the field." (Harpie Feather Duster)

See, all of these can be kick ass and awesome with Diamond Dude doing his thing. Heck, this card can support some differcult themes to make a deck with. I already listed cards like Des Croaking/Hurricane. Well, so it can support Des Frog Deck or Ojama Deck.
Throw this in a Water Dragon deck and you can special summon Water Dragon from deck/hand/graveyard without having any Hydrogeddon/Oxygeddon anywhere.
Throw this in a Horus or Armed Dragon Deck and your Level Up! is REALLY good. You don't need anything on the field but Diamond Dude and you can special summon Armed Dragon lv 7 or Horus lv 8 or Silent Magician lv8 or Silent Swordsman lv7 without squat! (Actually, I'm wondering what actually HAPPENS if I activate Level Up with Diamond Dude. I didn't send any card so we don't know what the heck Level Up is searching. I have the similar question with Metamorphosis.)
And since it's ignoring the Cost, there's some good effect that can all be ignored. No LP cost and no discard. (it's like having Sinister Serpent all over again
)

"See the 5 cards from the top of your Deck, arrange them in any order desired, and replace them on top of the Deck."
Pigeonholing Books of Spell: Quick-play
Pick up the top 3 cards of your Deck and return those cards to the top of the Deck in any order. Your opponent cannot look at the cards.
Convulsion of Nature: Continous Spell
As long as this card remains face-up on the field, both players must turn their respective Decks upside down and proceed with the current Duel.
A Feather of the Phoenix
Discard 1 card from your hand. Select 1 card from your Graveyard and return it to the top of your Deck.
Magical Mallet
Add any number of cards from your hand to the Deck and shuffle it. Then draw the same number of cards you added to the Deck.

With the first two cards, you can "line your card up" in your deck to a perfect combo with Diamond Dude. Like make it so you'll draw Diamond Dude, and then right below is a good spell card. Or you can just put the searcher needed right on top like Reinforcement of the Army, Tomato, Sangan, etc. (Although if you do it this way to search Diamond Dude, the order doesn't matter cause after the search, you shuffle your deck so the order is messed up again. Remember that.) And with Nature card, you can see your top card to see if it's a normal spell card or not before you even activate Diamond Dude effect. And Feather of Phoenix, you can either not pay the discard cost with diamond Dude and put a good card that you want back to your deck or put a good broken effect normal spell card in the top deck by discarding 1 card from your hand and immediately activate it with Diamond Dude. And Magical Mallet is obvious. if you drew the card that you wanted Diamond Dude to activate instead, well just put it back into your deck. They're all good support.
But then you all going, "That's all fun and stuff, but still too much needed support. It doesn't support itself and not CC material" Well, true. But it's somewhat of a semi-Merchant. I mean, Merchant always get you a s/t from your deck. Think of Diamond Dude as a weaker Merchant that can activate normal spell card while sending the rest to the bottom of your deck. If your deck doesn't like dumping alot of monsters, then you can replace this card againsts Merchant and hope for the DEM effect. Besides, even regular good spell card can go great with this card. Like these.

Is this CC material? Perhaps. Definately in the low food chain in the metaworld but still, I think you CAN pull this off somewhat. And in a casual fun deck, it's been a LONG TIME when we got a great fun versatile cards. And Diamond Dude can definately help support weaker fun casual cards to boot.
