Well, I was always planning to do this card rating so I'll do it, even if the result is a bit disappointing..
Well, first, let's see the stats.
Victory Viper XX03
Machine/LIGHT/ level 4
1200ATK/1000DEF
When this card destroys an opponent's monster as a result of battle, select and activate 1 of the following effects:
●Increase the ATK of this card by 400 points.
●Destroy 1 face-up Spell or Trap Card on the field.
●Special Summon 1 "Option Token" to your side of the field. It always has the same Type, Attribute, Level, ATK and DEF as this card.

The stats being small 1200ATK and 1000DEF is kinda crap. But of course, it's usually the effects that we care about.
Now, this card have 3 effects, or to be exact, 3 effects to choose and activate when you meet the conditions.
Now, you can
-Increase it's ATK by 400.
This effect is dumb. There's so many ways to increase stats, next
-Destroy 1 face-up Spell or Trap Card on the field.
Not bad. Good if your foe is using CotH, Premature, Snatch Steal. But those are situational. And the fact that you have to destroy a monster as a result of battle to activate, you cannot use this against burn decks (Cause you can't attack to get rid of the stall continuous card) or skill drain (Cause the monster card effect is negated) It's kinda of an effect that you'll use when the time comes but definately NOT that great or worth putting a whole strategy around it.
-Special Summon 1 "Option Token" to your side of the field. It always has the same Type, Attribute, Level, ATK and DEF as this card.
Now HERES a good effect. Free token! And these tokens are flexable, VERY flexable. There's no restrictions so they are tributable for tribute summon and can attack. And since it mimics the card's stat, it'll be 1200ATK. That's good.
And since the tokens mimics the actual card, if Victory Viper stat increases, so does the token. So if I activate Rush Recklessly, the tokens will all be 1900ATK, if it's Limiter Removal, they all be 2400ATK. Throw in United We Stand and it gets even more interesting. Viper by itself will be 2000ATK, but throw in a token and you'll get instant 2800ATK x 2. Get another token and it'll be 3600ATK x 3, enough for OTK. (Go on even farther and it's an overkill)
The requiredment to trigger the effect is destroying a monster. And to start that is a bit hard being just 1200ATK weenie. But yeah, those ATK boost support that I listed can help. Also cards like Mirror Wall can also help. (Although that won't boost your card and your token stats) And you can also use Ojama Trio to create weak tokens to bust. (This can be a good Scapegoat counter card)
What's the downside? The ruling.
If "Victory Viper XX03" leaves the field or is flipped face-down, all of its Option Tokens disappear. (Note that they are not "destroyed".)
Yeah, you lose ALL THAT TOKEN! Eek. I mean, I was first thinking of Limiter Removal with this card. I ram Victory Viper, get a token, and yeah, Viper will be destroyed at the end phase, but it produced a token so I didn't lose my monster presence so I didn't lose any field advantage. (Not to mention it "would" have stayed 2400ATK
) Now, not just being destroyed or removed from the field, but just being flipped face-down would "disappear" all the tokens you created.
So now, how do you prevent this. Well, you kinda can't. If you use Limiter Removal, you can save Viper by tributing/flipping face-down but you'll still lose those tokens. So Limiter ends up just like the rest of the machines. You can prevent your foe from destroying for flipping it face-down from book of moon or Saku by using Cyber Phoenix that's in EOJ also, but effects like Tsukuyomi, nope, you just have to "deal with it".
So when you get those tokens, you pretty much have to use then up in a good way fast before your foe counters against it. And there are good ways to use it. You can tribute both Viper and 1 Option Token to summon a level 7-8 monster. Or you can just tribute the token and keep Viper and summon a level 5-6 quickly. You can tribute those extra tokens with Cannon Soldier for extra burn. You "could" meta those token, but Darkfire Dragon... not that great. (Sure it's a 1500ATK monster that won't be restricted to Viper's effect, but still, not worth the trouble)
Oh yeah, there IS that support Power Capsule in EOJ that automatially triggers 1 of the effects. But the fact that this card is a dead card until your using Viper makes it not that great. (It's kinda like Level Up! in LV decks) IMO, don't run it.
It's still good, but not "SUPERB" as I thought. Not to mention this card needs support from the first place, and now it needs even more support then ever. It's a good effect, but from the fact that it needs alot of support and still there's alot of things that can go against it, is making me not like the card as much as before unfortunately.
In the end, I give this card
a 6 out of 10.
