I suppose that will depend on which list is used at World's. The blame Konami or blame UDE game has been done to death. And nothing has changed.
Yes, Konami treats the U.S. like step-children and doesn't release the cards to us that get released in OCG. But since many of these cards are Promo it would have been dependent on coming up with Promotional opportunities for these cards to be released and make the money that they were making in the OCG. Fault? Probably both sides.
Yes, UDE has done a terrible job at actually understanding the base rules of the game and getting them out correctly to the players outside of the OCG. But Konami could have stepped in and run with that ball at any point during the problems instead of just yelling at UDE for getting it wrong and leaving people who didn't understand the game in charge of explaining to those who want to learn to play it correctly. Fault? Again both sides share blame.
As far as what cards go in the Tins, take anything Kevin says with a pound of salt (not a grain, that isn't heavy enough to hit him with). If he actually is in charge of choosing which cards out of all of the cards in the OCG he wants in the tins then he should be shot on sight. I'd wager he isn't making those decisions (but I'm sure he would tell you that Konami wanted to give us nothing but
Skull Servants, and
Mokey Mokeys and it was only by beating their Samurai Warriors in hand to hand combat that he was able to get us cards as good as
Rocket Warrior and
Vorse Raider). Fault? My guess would be Konami but Kevin's tall tales make it hard to pin the blame.
As far as name changes and art changes this can be partially blamed on Konami, partially on 4Kids Entertainment, and partially on the fact that
they really are different cultures. I've seen Japanese users manuals for Electronics, Software, and even Business with nudity that had to be edited out for english versions. The U.S. is a country founded by prudes. Ask a European about topless beaches, drinking before 21,
Appropriate Art, or a few dozen other subjects and they'll tell you we create or own problems by trying to keep everything taboo. Fault? I really don't think this even qualifies. So some names are stupid and some artwork got redone, it isn't anything to lose sleep over.
Having 2 different restrictions lists will be an interesting experiment. UDE feels they have a better idea of what is happening here (and since Konami doesn't seem to pay any attention to us I can't really argue with that). Perhaps seeing that the games are so different because of the vast differences in card pools and having to deal with the headaches at World's will make everyone agree that the missing cards should get released in TCG and we should go over to a single governing body handing out rulings. (I know I'm dreaming on this one, but wouldn't it be great if it happened?)
Also, there really shouldn't be a Third World status imposed on Europe and the other countries that play the game. UDE should be more sympathetic based on the lessened status we get from Konami and do their best not to create the same problems in their own territories.
