fissure/smashing ground

It will always destroy the lowest attack monster when it resolves. The attacks of monsters can change in a chain, and a monster can be summoned in a chain, so the monster with the lowest attack will not always be the same at activation and resolution.
 
It avoids factor changes, like Rush Recklessly.

This way Konami made Fissure less confusing. As it searches who has the lowest attack on the opposer's field, when it resolves. Because you cannot determine that if the opponent is willing to chian with something that increases/decreases Atk.

This is true unless there are 2 monsters with the same attack at resolution. Then the player who activated fissure chooses which one is destroyed. But I don't think this is considered targeting.

Even in this case, it is chosen at resolution. "Targeting" is really an activation associated term.
