Okay here's the situation...I have 1000 life points left and Jowgen on the field, I activate Last turn during my opponent's draw/standby phase. He says he can get out gilasaurus out b/c of his effect. Wouldn't jowgen's effect negate gilasaurus's effect since the normal summon is treated as a special summon?? I need a ruling on this!!!

Gilasaurus's effect that special summons him to the field can only be used in the main phase, so your opponent could not summon him in response to the activation of Last Turn.

Assuming Last Turn wasn't played, yes, Jowgen would prevent your opponent from using Gilasaurus's effect.

He could Normal Summon Gilasaurus but under the scenario you presented he wouldn't even get the chance to do that. Gilasaurus can only be special summoned by his effect in Main Phase 1 or 2 (same as when he can be normal summoned). So he's wrong about getting it out during the standby phase for starters. Further as you said, Jowgen would prevent that anyway so essentially your friend was wrong.
