Golden Homunculus and Recruiters

Is Golden Homunculus searchable by card effects like Sangan or Shining Angel? If there are not any cards that have been removed from play, then the ATK is 1500 but what if there are cards in BOTH players RFG area? Does it get it's boost after it's summoned or does it look for cards that have been removed prior to being summoned? Is this card similar to Command Knight where it gets it's boost when it hits the field?

You asked if he was the same as Command Knight. He would only be the same as Command Knight if there are cards removed from play on your side of the field. If you have nothing removed, then he would simply be a 1500 ATK Monster. Otherwise, he would immediately gain his Boost as soon as he hits the field, so unless his ATK remains at 1500 upon successfully being summoned, he will only be eligible for Inferno Reckless Summon if Skill Drain is active, or no cards are removed from play.

In other words, if you have any cards that are removed from play, the ATK of Golden Homunculus will be over 1500, so you cannot use Inferno Reckless Summon.

Please note that you would not be able to use "Inferno Reckless Summon" if "Golden Homunculus" was Special Summoned by "Shining Angel's" effect.

Also note that if you're playing your "Macro Cosmos" deck correctly, you may run into the problem of your "Shining Angel" going out of play instead of to the Graveyard.

I understand...just playing with strategies and all...my Shining Angels are mostly used for my machine deck with Proto-Cybers, IRS and Cyber Dragons....helps me get them out quickly...throw in Power Bond, Limiter Removal, a Future Fusion, Overload Fusion for Chimeratech Dragon...well, you know the rest of the story...lol

Inferno Reckless Summon cant be activated in the damage step where Shining Angel Special Summons a monster.

IRS isn't activated in the damage step. It can't be activated until the end of resolution of Shining Angel going to the graveyard and then special summoning a monster in face-up attack. After I summon Proto-Cyber Dragon, I activate Inferno Reckless Summon to bring out all my Cyber Dragons.
 
One more time, for clarification...

If you are Special Summoning "Proto-Cyber Dragon" via the effect of "Shining Angel" then you CANNOT respond with "Inferno Reckless Summon" because you are still in the Damage Step.
