Nope, it must be Special Summoned in face-up attack or defense. Cards can be Special Summoned face down only when the card text states as such, like "Nimble Momonga".

Unless the card specifically states otherwise, you can only Special Summon a monster in either face-up Attack position or face-up Defence position. Howling Insect does not specifically state otherwise, so the Insect-Type monster summoned by its effect must be summoned face-up. It is not Man-Eater Bug's friend.
