1. Does Hunter Owl count itself for the purpose of increasing his own ATK? (E.G. I have a Harpie Lady 1 and a Hunter Owl on the field, would Hunter Owl's ATK be 2300 or 1800?)

2. Does 2 Hunter Owl (and nothing else) make a Command Knight type of attack lock?

1. Yes (He is a WIND type)

2. Yes (Doesn't have any restriction as to which WIND type has to be on the field).

"Hunter Owl" is the most broken card there is right now, IMHO!!
You get "Hunter Owl" and a Harpie Lady #1 on the field, and you're looking at a 2300 ATK "Hunter Owl" with just 2 cards on the field. Add another "Harpie Lady #1" and you're looking at a 3100 ATK "Hunter Owl".....

And he's freaking searchable!!!!!

No, you want to see broken.....Inferno Reckless Summon!!!!!!! Instantly 3 Hunters with 2500, then Normal Summon (Maybe Bladefly?)

Which would only work a) if your opponent has a face up monster and b) there are no other modifiers on the field. After all, another WIND monster or even something like Harpie's Hunting Ground and Hunter Owl will be above 1500.
