Inspection & negation

I know that you can never negate a cost. and i also know that while skill drain is active you can still pay costs for monster effects, such as discard a card for tribe, or sac exiled force.
however. what if inpsection is on the field and so is imperial order? do i still get to pay its costs even though its negated? <id say yes since it seems the same as with skilldrain>

another thing,
can i pay say 3000 and see the whole hand at once? or should i pay 3000 and look at each card seperatly?
can i pay 3000 at once or should i pay 500 per play and hope it wont get mst'd?

if somebody can reply quickly it would help alot. (got a tournement 30mins from now and ive never used inspection in competive play before)
 
First, you can't use Tribe's effect while skill drain is on the field. Since Tribe will be face-up on the field at the resolution of its effect, it would have its effect negated (unless you call AQUA as a monster type) :wink:

Now that I've said that....

Inspection says pay 500 points to look at one card. That means you have to activate it once, look at a card, activate it again, look at another card. You can't pay 3000 life points to look at 6 cards.

As far as Imperial Order is concerned...this was answered on the Judge's List (and bishop was the one who answered it on June 9th, 2004)

INSPECTION
1. You can activate this card's effect even while Imperial Order is active
(in order to reduce your Life Points so you can play Last Turn, etc.).

Small Error. Tribe is a Trigger effect so he would still be able to Discard, but without effect.

"Skill Drain" does not stop you from activating Trigger Effects, but it does negate their effects as long as the Effect Monster remains on the field. If you Tribute "Cannon Soldier" to itself while "Skill Drain" is active, "Cannon Soldier"'s effect is not negated because "Cannon Soldier" is in the Graveyard, but if you Tribute a different monster for "Cannon Soldier"'s effect, then the effect is negated and your opponent takes no damage. Likewise, if you activate "Winged Minion"'s effect while "Skill Drain" is active, "Winged Minion" is no longer on the field and its effect resolves. If you activate "Exiled Force"'s effect while "Skill Drain" is active, "Exiled Force" is no longer on the field and you can select and destroy 1 monster on the field. If you Tribute "Paladin of White Dragon" to activate its effect while "Skill Drain" is active, it is no longer on the field and you can Special Summon "Blue-Eyes White Dragon". If you Tribute "Great Dezard" while "Skill Drain" is active, it is no longer on the field and you can Special Summon "Fushioh Richie".

Tribe-Infecting Virus' effect is a cost-effect. It is not a trigger effect.
Everything else was correct. You most certainly may activate the effect of TIV while Skill Drain is on the field, discarding down your hand.

The last ruling I am aware of regarding Inspection and Imperial Order is that you may pay for Inspection repeatedly even while Imperial Order is active as the LP is a cost to use its effect.
