Jowgen + Last Turn ruled illegal by local judge

Recently, at my tournament, it was ruled that the Last Turn + Jowgen combo was illegal because you cannot activate cards that call for a Special Summon while Jowgen is on the field. This was extrapolated from the UDE Official FAQ on Jowgen the Spiritualist. I told him he was wrong, having been playing Last Turn without a hitch for the past 6 months, AND having just reread the message in the Judges' List the night before. What are the mechanics of Last Turn so that this combo is legal? And what, exactly, can I do about getting this ruling overturned?
 
You can't do anything about getting the ruling overturned. The head judge's ruling at any tournament is final. If the judge ruled that Pot of Greed said to discard 2 cards as a cost to play it, that would be the ruling (I would drop from the tournament at that point and speak with the Tournament Organizer about getting a new judge, but that's beside the point).

Last Turn's effect is not entirely negated if Jowgen is on the field. Last Turn attempts to Special Summon a monster, but because of the effect of Jowgen, it fails that particular effect. The rest of the effect is not dependant upon the summon directly. While, obviously, a battle cannot occur if no monster is Special Summoned, Last Turn's End of Turn effect does not depend on that.

Going over Last Turn, step by step.

When Last Turn resolves, all cards in hand and on the field except for the one chosen to remain go to the Graveyard. That is the only immediate effect of Last Turn. The rest of Last Turn's effect follows in sequence, but if any part fails, the rest still attempts to proceed.

So, the next step is a monster is Special Summoned from the opponent's Deck... but Jowgen prevents this from happening, so we move on to the next step.

The monsters battle, but there is no opposing monster so moving on.

At the end of the turn, if only one player controls monsters, that player wins. Any other condition results in a draw.

And that's it. Jowgen's condition certainly makes it easier to win with Last Turn, but it definitely doesn't negate Last Turn.
 
For starters, that Judge is WAY wrong. I play that combination frequently and even wrote an in depth article on it (in the December ARRJ, downloadable from the main Netrep.net site). I researched the rulings from the old judges mailing lists as well as asking the Official UDE Netreps.

"Last Turn" is considered to have resolved at the point when the player who activates the card chooses a monster on his side of the field and all other cards on the field and both player's hands are sent to the graveyard. The "state" of "Last Turn" is also set at this point. After that is done, any other cards that may have been activated in the same chain as "Last Turn" continue to resolve. After that, the potential effects of cards that activate in the Graveyard now activate (such as "Witch of the Black Forest" or "Regenerating Mummy" or "Elephant Statue of Disaster").

Only after all that has resolved does the opponent attempt to special summon a monster to the field. However, the opponent special summoning a monster and the "extra battle phase" that would happen are all considered OPTIONAL. So neither "Jowgen the Spiritualist" nor "The Last Warrior from Another Planet" would prevent "Last Turn" from resolving.

Alright, so, let's see if I got this straight. Last Turn isn't negated because resolution of Last Turn = [select one monster and send the rest to the Graveyard, create victory condition], resolve chain/effects, [Special Summon, create battle phase], proceed with turn (if possible), then [check victory condition at the end of the turn].

So Jowgen doesn't negate the activation because the Special Summon takes place after the resolution of the card, unlike Scapegoat, Monster Gate, etc., and only negates the Special Summon itself?

One more thing - what would be considered an 'official' statement about this ruling? (The judge stated that only an official email from UDE would change his decision, and that I shouldn't trust online forums/sources without credentials, etc.) Would the Schultz message work, or no because the Netreps aren't official? Or should I expect UDE to add all the relevant information to their FAQ anytime soon? Because, well, I'd like my combo back.
