If there is a monster on opponent's field and there are no monster on your side of the field, you can Special Summon this card from your hand.

Does it mean that if there is any number of monsters in my opponent's field (1,2...5) I can special summon him, if I have no monsters on my side, right?
Or only if he has 1 and I have none?

As long as there is at least one moster, he can be summoned.

why they doesn't just put "at least 1 monster" to clarify and don't cause confusion??

Read the text of Barrel Dragon. Turns out, if all three are heads, you can still nuke your opponent. Go figure.
