1:

player A has a face up gemini elf, and a set s/t (from a prev turn)
player B has 2 set s/t, and no monsters.

player A's turn:

player a attacks with gemini, player B respond with sakuretsu armor.
player A chains with royal decree.
player B chains with a second royal decree.

so resolving.

cl 1: sakuretsu
cl 2: royal decree
cl 3: royal decree (2)

resolving reverse

cl 3 royal decree (2)
cl 2 royal decree
cl 1 sakuretsu armor

now am i right that the second royal decree negate's the first??

2

player C has a face up spirit reaper and a set s/t from a prev turn.
player D has an empty field

player D's turn

player D acctivates snatch steal, targetting the spirit reaper.
player C chain's with his set card, a mystical space typhoon, targetting the snatch steal.

now here's the problem that i can't figgure out.

does the spirtir reaper still send to the graveyard, because it was targetted or not?

please help me out

I can already see Royal Decree is going to be a big problem for those people who do not understand that one Trap negates all Traps, and it doesnt make any sense to activate another one when it will still have the same effect as the first one.

Two Royal Decrees activated in a chain to each other serve no purpose. The second one negates the first one activated, then goes on to negate Sakuretsu Armor, or any other Trap Card activated in the chain. Once your opponent activates Royal Decree, the only reason to chain with one of your own is if you have Mystical Space Typhoon to destroy theirs, keeping yours active.

The Spirit Reaper question has been discussed recently in another thread. The short answer is, no. Spirit Reaper is not destroyed.

#1 Didn't the first question just get answered on the Judge's List? And wasn't the effect of Royal Decree so close to Jinzo that this shouldn't need much defining? Anyway, Royal Decree is a Continuous Trap that negates all traps once it has resolved until it is destroyed or removed from the field. It isn't a Counter Trap to negate just the Trap it was chained to. 2 Royal Decrees stop all traps, 1 Royal Decree stops all traps, 3 Royal Decrees stop all traps...

#2 Spirit Reapers rulings cover this too. Spirit Reaper requires that the Equip actually resolves into play before it cares about being targeted by it. Equip Cards aren't like Normal Spell cards, the Continuous nature of an Equip means that just like any other Continuous Spell card the card must be on the field (not destroyed) for it to resolve into play. Same with Continuous Traps like Nightmare Wheel, a chained MST will destroy the Continuous card before it has the chance to resolve. Spirit Reaper lives.

-Edit- Hey PSSVR you beat me to the post. Here's a cookie.

Well, to be totally fair, it negates the effect of all Traps that IT can Chain to.

Royal Decree cannot chain to Negate Attack, Curse of Royal, Trap Jammer, Solemn Judgment, Curse of the Forbidden Spell, or Seven Tools of the Bandit.

Now if it is activated in a prior turn, none of these Traps can be activated regardless of Spell Speed.

Wouldn't the once it resolves part cover the fact it won't negate a trap activated later in the same chain? I could also elaborate with a second Sakuretsu chained to the Royal Decree will resolve and destroy the monster before Royal Decree has a chance to resolve and start negating traps.

And actually you can activate Traps even if Royal Decree is already active on the field. They just won't resolve without being negated as long as Royal Decree is still on the field. Very important for a few reasons 1) I may want to clear space for something else to be used, 2) I may wish to do something fun with Emergency Provisions :) and 3) My opponent doesn't get to say "Oops illegally activated I'll turn this back face down". Nope you use it you lose it.
