Is the effect of Kaiser Sea Horse an effect or continuous effect (cannot be negated)?

Can Divine Wrath be chained to work against Kaiser Sea Horse?

I would assume that Kaiser Sea Horse would be chained to the Normal Summon in order to negate the effect, just like Divine Wrath would not be activated until V. Lord and Sacred Phoenix are special summoned in accordance to their effects.

Is the discarding for Cost Down a part of the effect or a cost?

Kaiser sea horse effect is non-chainable. Its a continuous affect

How can I tell the difference between discarding as a cost and discarding for the actual resolution of a card effect?

A cost will usually be the first sentence, or first part of the first sentence, on the card. It's something like "Pay Life Points", "Tribute a monster", "Discard a card", etc.

There's no official way to tell, though. You just have to learn to recognise the cost parts of cards through experience.
