Kinetic Soldier and Limiter

I am checking to see if I made the right call last weekend. Ok player a has a don snd no spell or traps on the field and player b has swords.On player b turn he special summons Cyber Dragon and nomal summons Kinetic. He attacts Don with Kinetic and in the damage step plays Limiter. Here is the question--Does Kinetics effect go first or after the Limiter?? I ruled before. I have check ay ude and can't find any help.
PLMK if I ruled right or wrong and if there is a rulling on this please let me know.

<EDIT: I disagree with that ruling. Kinetic Soldier has a mandatory effect that would trigger and activate at the beginning of the Damage Step. Mechanically, the only way Limiter could come into play is if it were chained to the activation of the soldier's effect. That way, Limiter would double the ATK of Kinetic, and then Kinetic would further increase its own ATK.>

I thought that you could apply liminter after kinetic's effect. Seeing how it increases the attack. Do you know of any rulings on this so I can show the players there. We all talked about it. I just don't want to make any mistakes. Thank's for your help.

Well, I don't know exactly where it was stated, but there can be only one chain in the Damage Step-prior-to-actual-calculation-window unless a mandatory effect is triggered after another chain has already resolved. So once a chain is started in the Damage Step, it's going to be your ONLY opportunity to manually activate cards in that window. Regardless of whether they modify ATK, you only get one shot.
 
Boy....we can't slide nuttin' past you can we!...lol. I don't think it's considered a Multi-Trigger in the 'standard' sense of the word. If I use "Ultimate Offering" during my opponent's Battle Phase to Tribute Summon "Dark Dust Spirit", his effect will activate, correct. Does this make him a Multi-Trigger? Nope.

Just my thoughts.
 
You beat me to it DJ. Just because an effect activates during the opponent's turn doesn't make it spell speed 2. It is a Mandatory Trigger effect. No option for whether you wish to activate it, no question about chaining it to something else. It just activates when the timing is right and is Spell Speed 1.
