lava golem vs horn of heaven

Is it possible to use horn of heaven when the opponent tries to special summon lava golem, can i chain with horn of heaven and tribute one of the two monsters on my field?

There is no official ruling on this but here is how I would rule it.

The tribute happens before you can respond and is kind of like a cost. There is no monsters on your field to tribute for Horn of Heaven.

Well, even without an "official" ruling your dead right about not being able to "chain" to Lava Golem's summon because 1) you can't chain to a summon, only respond to it, and 2) even if you properly respond to the summon, the monsters being offered for tribute are history long before Horn of Heaven can be activated. A different monster from the ones Lava Golem is tributing could be offered for tribute for Horn, and Horn would negate it. Because Horn negates a summon regardless of who summons it. So we're not venturing into the Bottomless Trap Hole/Lava Golem debate.
