Monster Cards cannot be Set face-down. Monsters Set in Defense Position are Normal Summoned in face-up Defense Position.
Rulings
You can activate (flip face-up) this card at any time; it does not need to be activated in response to a Summon.
The effect of this card applies to both players, and does not affect monsters that are already on the field face-down. These monsters remain face-down until flipped face-up as normal.
While this card is on the field, monsters can be Normal Summoned in face-up Defense Position, and can be the target of "Trap Hole" and will trigger effects like the effect of "Mysterious Puppeteer".
While this card is on the field, if a monster would be Special Summoned in face-down Defense Position (such as with "Cyber Jar" or "Nimble Momonga"), it is instead Special Summoned in face-up Defense Position.
While this card is on the field you cannot flip a monster face-down with "Book of Moon", "Darkness Approaches", etc.
[Re: Book of Moon] You cannot activate "Book of Moon" while "Light of Intervention" is active.
[Re: Final Attack Orders] While "Final Attack Orders" and "Light of Intervention" are active, you can Special Summon a monster in face-up Defense Position, but it is immediately changed to Attack Position.
[Re: Mystic Swordsman LV4] If "Light of Intervention" is active, you cannot Normal Summon "Mystic Swordsman LV4" because it can only be Normal Summoned face-down, which "Light of Intervention" makes impossible to do.
[Re: Nuvia the Wicked] If "Light of Intervention" is on the field this card cannot be Set and if Normal Summoned in face-up Defense Position it will be destroyed.
[Re: Ready for Intercepting] While the effect of "Light of Intervention" is active, you cannot activate "Ready for Intercepting".

I am starting to see this card more at my local tourny. I admit that we have a respectable number of experimenters there, but I hadn't really see its uses until recently. No several people are starting to main deck 2 of them.

Main points
1. Stops face down sets. This effectively eliminates flip effects and stops nasty suprises.
2. As a consequence, it stops NoC and makes lv2 mystic swordsman a below-par warrior. This will likely become more important post april 1st.
3. If opponents are main decking multiple flips (magician of faith/dekoichi/morphing jar etc), multiple NoC and multiple lv2 MS then a part of their deck is relatively useless
4. Tsukiyomi and book of moon become largelly useless also
5. Drilloid and grand master ninja become far more useful

Combos:
1. The last warrior from another planet, to eliminate all summoning
2. More of an anti-combo, but all flip monsters...
3. More usability of face up destroying spells e.g. fissure, trap hole etc

Give it a try! I am finding that it really reduces the opponents options
 
I can see using it in a Relinquished / Chaos Sorcerer deck as well. In this way anything that Relinquished absorbs gives Relinquished at least some ATK value. When you combine that with Ninja Grandmaster Suske as a light monster as well as Manju Of Ten Thousand Hands and Spirit Reaper and Kycoo as dark monsters, you've got some pretty potent potential.

In the next list with 2 Nobleman of Crossout allowed you may be seeing less f/d monster anyway though.
