My opponent has lord of d. on the field, he plays the flute of summoning dragons, can i chain book of moon targeting lord of d to make my opponent lose the effect?

Nope. Having "Lord of D." face-up on the field is only an activation requirement for "The Flute of Summoning Dragon". Even if "Lord of D." is removed from the field or flipped face-down in a chain with Flute, it's effect will still resolve normally.
