I was dueling someone earlier and this came up and neither of us were 100% what was supposed to happen.

Person A has only Jinzo on his side of the field.
Person B has only Magical Scientist on his side of the field.

It's person A's turn. Can person B activate Magical Scientist's effect to summon Thousand-Eyes Restrict? And if so, can Thousand-Eyes activate it's effect ?

If its the Jinzo players turn then the Scientist can not activate his effect. Magical Scentist says "Pay 1000 Life Points to Special Summon 1 level 6 or lower Fusion Monster from your Fusion Deck in face-up Attack or Defense Position. That Fusion Monster cannot attack your opponent's Life Points directly, and is returned to your Fusion Deck at the end of the turn." If its not his turn he cant use his effect.

That's what I thought, but my opponent insisted that it was possible. I don't read up on new rulings as much as I should, so wasn't sure if something had changed. I gave him the benefit of the doubt, then came here to check.
