What if my opponet summons Mirage Dragon face up and i have a face down
Raigeki Break as soon as he summons he declares an attack doensnt he have to go thru his phases so i can ativate my trap since i cant activate it during the battle phase. Shouldnt he say something like "I will exit my main Phase....

yes but what if they dont attack i wont know unless the enter their battle phase but i want to activate raigeki break as soon as they exit main phase one.
I guess im asking is do they have to say " I exit main phase 1 " so then as soon as they say that i can activate raigeki break

No phase is over until both players agree it's over. So, in answer to your question, the turn player needs to declare they're exiting their main phase yes. You then need to agree that their main phase is over and you don't wish to activate anything.

You dont have to wait until they are exiting Main Phase one. You simply have to wait to see if he's doing anything else besides the summon. If he isn't, then he's passed on to you the opportunity to respnond. He cannot just jump to his Battle Phase without waiting for you to respond with something. That would be unfair and against the game rules.

EDIT: Curses! Slow Dial-Up!

Most people play like that because they "assume" their opponent is thinking along the same lines as they are.

The basic problem with that is, you're thinking 2 to 3 moves ahead, and this game isnt Chess. If you reveal a card to early because you think your opponent is going to allow you to skip over the formality of ending phases to begin another one, then you are only setting yourself up.

The rulebook clearly makes mention that ALL movements will be conducted in a clear voice so that your opponent understands what your intentions are.

If I draw a card during my Draw Phase, then all of a sudden say, "I end my turn", I have basically tried to shut out my opponent from his opportunity to respond or activate any card effects during my turn.

You Draw, ask or await opponents response; go to Standby Phase, resolve effects, ask or await opponents response; go to Main Phase 1, set Spell, Traps, or Monster Cards on the field or activate effects, ask or await opponents response; go to Battle Phase (in certain circumstances, you may simply skip to End Phase after Main Phase 1, but if you skip Battle Phase, you lose Main Phase 2) attack, await opponents response, attack again if able; go to Main Phase 2, set Spell, Trap, or Monster Cards (if you have not previously Normal Summoned or Set a monster), or activate effects, ask or await opponents response; go to End Phase, resolve effects, ask or await opponents response; end turn.

Each phase the turn player has priority at the beginning of the new phase, even if it is to activate the effect of a monster (when appropriate) that was previously summoned on an earlier turn, like "Tribe-Infecting Virus".

Calling out your moves and allowing your opponent the chance to respond is not only a courtesy, but it helps to keep confusion down. Also, if nothing else, the rules say that each player must agree that the particular Phase has ended, so if one player does not agree, then that Phase is still active (stalling is another matter altogether....).
