Need 'Monster Reborn' clarified please.

One of the people I duel on a regular basis is fond of changing his mind about the effect of monster reborn as he pleases. Specifically whether or not it can special summon monsters that have not previously been summoned to the field.

While I'm happy to let him have his own way and duel according to what he says normally I would like to know for when I duel others so as not to make myself look like an idiot.

The way I understand the effect is that it can summon any monster from the graveyard with the exception of ritual monsters that have not reviously been summoned, monsters whose special summoning has complications (dark necrofear and soul of purity and light off the top of my head) that have not been previously summoned and monsters that cannot be special summoned from the graveyard (ha des is the only one that comes to mind, but I'm sure there are more).

(Sorry about my lack of examples, I'm returning to the game after 2 years of not playing)

Is my understanding correct or can it only work on monsters that have already been summoned?

You're close. You're not that far off but a few things should be clarified. And this goes with all forms of Special Summoning monsters from the Graveyard or Removed from Play so the rules here would apply to not just Monster Reborn (which is banned in Advanced Format) but Premature Burial, Call of the Haunted, Birthright, The Creator, Dimension Fusion, etc.

1) The majority of monsters have no restrictions. You can discard a Blue-Eyes White Dragon and use Monster Reborn to Special Summon it to the field. You can do the same with Invader of Darkness, Jinzo, Cyber Dragon, etc.

2) For monsters that have a special summoning condition such as Ritual Monsters, Chaos-Type Monsters, etc, the text on the card is very important. A number of older cards have received erratas so you need make sure you look at the current text of the card to know the proper way to do things.

If the card says "This card can only be Special Summoned by..." that means that if the card was initially summoned by what was written on the card and it ends up in the Graveyard or Removed from Play then yes you can reborn it with a card like Monster Reborn / Dimension Fusion. Ritual Monsters, most Fusion Monsters that need a Polymerization-type card, the Envoys, Dark Necrofear, etc. would fall under this category. However if these kinds of monsters were simply discarded or sent to your Graveyard, you would not be able to special summon them.

If the card says "This card cannot be Special Summoned except by..." then the way written on the card will be sole way the monster can be special summoned. It won't matter even if it was brought to the field correctly. They cannot be reborn. Sky Scourge Norleras/Enrise, Exodia Necross (example of an errata-ed card, since the original text matched the other way), Doom Dozer, Mirage Knight, Elemental Hero Fusions, etc. all fall under this category.

Also not that some cards cannot be Special Summoned from the Graveyard but can be Special Summoned from Removed from Play by their own limitations. Dark Ruler Ha Des, The Creator, Letter Fusions (like XYZ-Dragon Cannon), etc. would be examples of those.

An exception to the exception. Level Modulation specifically ignores Special Summoning conditions. It's a case of the "Golden Rule of Yu-Gi-Oh!" in effect.

With Level Modulation though, a level monster with the text "This card cannot be special summoned except by..." would still need to have been Special Summoned by that method first. If it wasn't, you still wouldn't be able to use Level Modulation.

And further I'm sure other exceptions to the rules will crop up, but by in large the originally stated mechanics will get you through the majority of situations.
