Non-Spellcasting Area vs. Stall Spell Cards

Yes. Non-Spellcasting Area essentially gives your non-effect monsters Horus LV 6's effect; they are all completely uneffected by both you and your opponent's spell cards.

EDIT: Bad example. They still don't have effects, they're just uneffected by spells, period. Forget the Horus LV 6 thing, it was just an easy way to explain it.
 
I was going to use this card but opted for Dust Barrier in my Abby-Normal deck. They both have their pros and cons. The biggest con for Non-Spellcasting Area is I couldn't use equip cards for my normal monsters. Dust Barrier protects your monsters from your opponents spells for two turns, yet still allows your monsters to use equip cards if need be, but the con for that is its only good for two turns.
