Player A flipps Penguin Soldier
Player A choose to send Player's B monsters to his hand

After Player A has choose what monster's to send to the players hand can Player B flipp Torrential Tribute or does he have to play Torrential Tribute before Penguin Soldier's effect?
 
I think you would have to use Torrential Tribute before the effect goes off, otherwise the flip summon of a monster wouldn't be the last thing to happen and you would have lost the timing to activate Torrential.
 
When Penguin Soldier is Flip Summoned, your opponent has priority to use his effect.

The activation of Torrential Tribute can be chained to that and when it resolves, there are no monsters to return as they have been destroyed by Torrential Tribute.
 
You would chain it to the Flip Effect since the last thing to have happened (flip effect's not yet resolved) would be the flip summon. Otherwise, if you wait, the last thing to have happened would be the sending of monsters back to the hand and so you'd miss the timing for Torrential Tribute.

Yeah, I'm kind of bad about that. I often write things...post it, then read it again....and realize it needs clarification, turn right around and edit it with clarification...and post it again.

This is why I married an English teacher <laffin> I paid to draw not write!

I do that to about 90% of my posts too, especially if they ask a few questions, it lets you tackle each question one by one so you don't get confused.
