Position changes question

There is a bit of a debate on if the position changes exemptions covers monsters that were special summoned, please clear this up for me.

In regards to the new position changing rulings in the yugioh advanced format, can monsters that have been
SPECIAL SUMMONED this turn, and flipped Facedown by a card
effect, have thier position manually changed this turn?

I assume they are affected, my friend does not, please clear this up for us. thanks in advance.

You may not change the position of a monster during the turn that you (the turn player) summoned it. THat includes special summon.
