Forgive my lack of vision here. Im quite confused how Machine Duplication lets Proto-Cyber Dragon summon to Cyber Dragon's. Due to the fact Proto-Cyber Dragon's attack is 1100. Could someone please explain. I have looked at the rulings don't really give any explanation.

Well, they assumed you used some modifier to drop it's ATK to 500 or less.

Thats a good way to do it with Shooting Star Bow - Ceal , or you would have to otherwise lower his attack with something else, like Dark Jeroid, and then you arent dependent on a Spell Card.
Then, if you really wanted to get swarmy, you could activate Skill Drain, and Special Summon 2 more Proto-Cyber Dragon's if you have room.
Summon Cyber End Dragon AND Cyber Twin Dragon using Fusion Gate.

Its not that I wanted to know how to do it. It was more the fact that rulings just say you can use Prot-Cyber Dragon with Machine Duplication to get to Cyber Dragons. And thats it so I thought that was the ruling. Hence why I was confused.

Well, knowing that you cant summon unless the referenced machine monster is 500 or less, gets most people thinking how can they lower a monsters attack.
Shooting Star Bow - Ceal is not a widely used card because unless you are equipping a monstrosity, losing a 1000 attack can cripple most monsters.

Yes that is true. I was really just trying to say all the ruling says is
You can use "Machine Duplication" and "Proto-Cyber Dragon" to Special Summon up to 2 "Cyber Dragons" from your Deck.
True common sense points out that doesn't work without modiying Atk. So imagine if you just glance over that. it looks like you don't have to modify attack. Weird.
