Yeah, say you set Time Seal, can you immediately chain it next turn during your foe's Draw Phase and then make your foe skip their draw phase? If that's the case, then I can see the evil combo of Mask of Darkness/Time Seal/Tsukuyomi that Japan OCG hated.
Yes, you can activate it during your opponent's Draw Phase, but it won't stop that current Draw Phase from happening. You're already in it. It would only stop the NEXT Draw Phase from happening.
The combo in Japan 'usually' involved 2 "Time Seals" to get things rolling, if I'm not mistaken.
A player's turn or Draw Phase begins when the player Draws a card. You cannot activate any card effects until the player draws, which is why you can't activate that Time Seal before the draw.
I emphasize the above point because I witnessed a game where the Turn Player ended his turn by setting Time Seal then told his opponent, "I end my turn and during your Draw Phase, I activate Time Seal", while flipping his Time Seal over. The opponent had not drawn a card and immediately protested and informed the turn player that he was not yet finished with the current turn and then flipped his Dust Tornado to destroy the set Time Seal in End Phase.
Of course the Turn Player protested by saying he already ended his turn, but he got caught being too quick on the trigger. Turns and phases don't end until both players agree that they end. I let Dust Tornado destroy Time Seal.
That would just set off the DW effect before they drew....right???
Anyways, the Time Seal combo is started with one TS, one Tsuki, and one Mask of Darkness. It does kind of depend on that 1 card drawn not being able to stop the combo.
But time seal by itself is really strong. That is why it is banned in advanced format. I actually think it should only be limited to 1 as long as Tsukyomi stays banned.
[Re: Magical Blast] Note that the effect of "Hino-Kagu-Tsuchi" resolves before the Draw Phase, so you could activate the effect of "Magical Blast" after his effect resolves.
Magical Blast isn't activate before the draw, it activates at the same time.
Since Hino activates before, you get to activate Magical Blast after hino. (had HIno not activated before, Magical Blast would not be activated "after" )
