When exactly do you chain to Question? Is it when they declare their target or when it is activating? Say for example if my opponent guessed I had a Luster Dragon #2 at the bottom of my Graveyard, I chain with Call of the Haunted to his selection and Special Summon it. Since the target no longer is in the Graveyard and Oxygeddon is now the bottom monster would that be Special Summoned since his guess is now incorrect?

If I'm correct it's when they target the monster in the graveyard you are able to chain to it.

Its different. The guessing/checking/summoning or removing of a monster all occurs during the resolution of Question. There is no targeting involved during its activation. So in the event you described above, you would only be able to chain Call of the Haunted to the activation of Question, but since your opponent hadn't made any guesses yet, it really wouldn't accomplish anything.
