Talking about the card on the right, does this mean, Destroy all face down monsters, and all earth monsters, or, Destroy all monsters who are face down, and at the same time are earth. In other words, would a face up water monster, like penguin soldier be safe? And, would a face down earth monster, like Legendary Jujitsu master be safe?

Raging Earth will destroy all face-down monsters on the field. It will ALSO destroy all face-up non-EARTH monsters on the field. The only monsters left should be face-up monsters, all of which are EARTH.

For your examples, your face-up Penguin Soldier would be destroyed, and your face-down Legendary Jujitsu Master would be destroyed.
