Yep, same applies to all set traps, but some may in fact be activated during the damage step as well as the other phases (remember that I said Raigeki Break can't be activated during the Damage step).
 
If you activated in response to the attack, and selected the monster that is attacking, then it will be destroyed before the attacking monster enters the damage step.
 
If I could run 3 Night Assailants in my deck after April 1st, I'd probably use Raigeki Breaks more. Just two Night Assailants and Sinister Serpent available after the 1st. makes it more difficult, BUT, with Sangan back, it can also make grabbing one of them from your deck easier. A lot of times I tend to like playing decks that can run a fair amount of Tribute monsters, which are also great for the discard. With the right cards to discard to activate the effects of cards, you can do well with Raigeki Break, Tribute to the Doomed, Monster Reincarnation, A Feather of the Phoenix, Serial Spell, and of course Lightning Vortex. As long as you have both Night Assailants, or Sinister, they're basically all free to activate, and very powerful under the correct conditions.
