As long as you have a Red-Eyes B. Dragon in your hand -- yes, you certainly can send Red-Eyes B. Chick to the Graveyard the same turn you summoned it...

and you can sacrifice the Red Eyes the same turn you have summoned it to summon the Red Eyes Dark Dragon (the RE of the Power of Dragon Structure Deck) :evil:
