respond to necrovalley

if Necrovalley is activated, i can respond using Strike Ninja effect before necrovalley effect takes in full effect right? or does it immediatley get applied since Necrovalley is a continuous effect?

wouldn't this be the same scenario as Skill Drain vs Sorcerer of Dark Magic. You can negate Skill Drain by Sorcerer of Dark Magic when Skill Drain is activated, correct?

You can activate "Strike Ninja"'s effect in the chain when "Necrovalley" is activated and have him remove himself from the field until then End Phase. After "Necrovalley" has resolved though, you would be unable to do that.

i had another question about necrovalley, reading through the penalty's involving game and match loses i came accross the Fiber Vs Necro valley ruling on how if one player shuffles his/her deck in with there hand and graveyard they lose the current game because a create a illreversable scenario because of the fact that fiber is negated by necrovalley, now my question if ome one chose to set a fiber and there opponent attacked and flipped it up while necrovaley is on the field are they compelled to tell there opponent about the rulling or can they watch and snicker as there opponent foolishly forfiets the game basiclly. Not saying that i would but i now a player or two who just might.

As a player, if you know the correct ruling and you see them make a play they cannot, you are supposed to point it out to them what the correct play is and call a Judge over just to make sure a "final word" is given.

Technically speaking, if you do know the "Fiber Jar/Necrovalley" ruling and you let them mistakenly shuffle the everything back together, YOU could get slapped with a Match Forfeiture or Disqualification if it can be proven you did know that rule since deliberately allowing that would be considered cheating on your part.

could i respond to my opponent's newly summoned Kycoo the Ghost Destroyer with Strike Ninja's effect? or does Kycoo's effect more powerful than Necrovalley is some way Kycoo when summoned does not allow Strike Ninja in response to use his effect?

Kycoo's Continuous Effect affects the field as soon as he is successfully summoned. Necrovalley has to resolve before its effect can start working. So, no.

See that one ruling, "You Can't Chain To A Summon."
