Royal Decree vs Seven Tools

Hello

Can Seven Tools of the Bandit be chained to the activation of Royal Decree to negate it?

I almost think 'yes' because of the whole chain thing. However, if you look at the wording for Royal Decree, it says 'While this card is face-up on the field...' so no further Traps can be activated at all, even in response.

Which is correct, please?

Also, Royal Decree only negates traps (when it has resolved). You can still activate traps.

That's one of the main differences between Jinzo and Royal Decree.
 
That's what makes Royal Decree a better option for me than Jinzo. You end up with dead cards on the field and hand while Jinzo is active.

At least with Royal Decree, you dont have to send them to the Graveyard from hand cause you have too many cards, and you can activate the ones that are set, and still be able to play your Spells if you manage to get stuck with a full S/T Zone.
