Shuffling deck

Is it standard practice to shuffle the deck, when you use an effect card to draw a card from the deck?
A friend of mine thinks its not, so he can see what cards are coming up next.

In fact, if you see your deck through a card effect, even if the card does not say to shuffle, you must. No seeing what is next unless it is something like Pidgeonholing Book of Spells or Big Eye.

as the OPPONENT of the individual who just looked at their deck, are you allowed to shuffle THEIR deck if you wish??? or if you feel that they did not shuffle adequately?

You, as the opponent, should always be given the opportunity to 'cut' the deck after it's shuffled...fair play and all....if you don't feel that the person shuffled their deck adequately, you could ask to reshuffle it yourself, ask the opponent to shuffle one more time or ask a judge for a re-shuffle...I, as a player, would be very upset if my opponent grabbed my deck and re-shuffled after I just shuffled my deck. Not because he questioned the shuffle but because he didn't have the courtesy to ask. Some players can damage cards or make it look like the deck is marked because of rough shuffling. Always extend courtesy is asking to either shuffle the deck or in asking the player to reshuffle their deck.

I don't really recall "opponent shuffling/cutting" being a option. If you search your Deck, your opponent cuts it, so you should just automatically extend your Deck to your opponent when you are finished, and they don't have to grab it.

Never said cutting the deck was optional...read my post and you'll see I said the opponent should give you the "opportunity" to cut your deck...not everyone does but if they don't, it isn't right to just reach across and grab the deck...courtesy, man...if your opponent doesn't extend the deck, don't grab-ask...

It's simply outdated material. Older cards don't say shuffle, and then they saw the problem in this because you are suppose to, so they began adding "shuffle" in the card's effect. Now, however, they've reverted back quickly off that idea, instead listing the rule in the official tournament policy appendix.

In other words, any time you search your deck, it's implied that a shuffle is required. That's why it's not necessary to explain that on each and every card that says to search the deck.

As Kevin would say, we no longer need "training wheel" text like that anymore. Shuffling is always done after a card effect allows you to see the contents of your Deck (unless specifically stated otherwise). The related rule is quite easy to find:

A-14. Search Effects

If a game effect instructs a player to retrieve a card from the Graveyard or search for a card in his or her Deck with specific parameters regarding which card that player may select (based on Level, card type, ATK/DEF, and so on), that player is usually required to reveal the card that he or she searched for to the opponent. Whenever a player reveals a card, he or she must show the entire card face to the opponent. If a player searches his or her Deck, he or she must shuffle it afterward.

Italicized and underlined for emphasis. Anyway, this should resolve any disputes you might have with opponents who claim they don't have to shuffle their Deck after using a search effect.
