Ummmm...

Her effect is mandatory as long as there is at least ONE face-up monster on the field, which includes herself.

If she is destroyed in Battle due to Damage Calculation, you cannot select her for the effect.

This also means that if you summon him and there are no other monsters on the field, then you must flip Tsukuyomi face-down.

i meant like u summon tsykuyomi and there are only face down monsters on the field, im working on a new deck and these questions never came up b4

You would still have to flip Tsukuyomi face-down as well.
