Does the effect of selecting your opponent's face up Spirit Reaper for Snipe Hunter 's effect cause Spirit Reaper to be destroyed or only after the effect resolves?

yes i believe so
like you said it was targetted and reaper is still face up, it does not matter what the result of the roll is, it should be by the targgetting effect. but i think it will still have to wait for the effect to resolve before the reaper dies

That's correct. If the effect of Snipe Hunter doesn't destroy Spirit Reaper, then Spirit Reaper will self-destruct after the chain Snipe Hunter is in resolves.
