Spiritual Energy Settle Machine and Forced Requisition

Here's a question for you.

Let's suppose I've had Forced Requisition set for a turn. Now, during my turn, I activate Spiritual Energy Settle Machine, which requires me to discard a card from my hand at the end of each turn. Now, as I end my turn and discard a card as per SESM's effect, can I then activate my face-down Forced Requisition, so that the next time I discard, my opponent must discard also?

so you may not activate "forced requisition"

It's not about activation cost or maintenence cost. It's about the last thing to happen. The "last event". It's about the response chain.

It's probably a bit complicated. I'll just say that when you play Tribute to the Doomed, the last event is a monster being destroyed. When you discard for a maintenence cost, the last event is the discard. Forced Requisition can only be activated when the last event is a discard.
