I Enter Draw Phase And Flip The Monster So They Take One Thousand And Now I Enter Battle Phase And Attack With Stealth Bird For 700 I Enter Main Phase Two Can I Flip It Back Down With The Effect Or Does It Stay In Attack Mode Because I Attack With Stealth Bird? They Said I Couldnt Flip It Face Down But I Want To Make Sure

Yes you may activate his effect in MP2 and flip "Stealth Bird" back face down after attacking.

Then your Head Judge may wish to review the rules of the game. Point him to the Official FAQ (as in not on Realms) where he can find all kinds of information about effects and changes in battle position.

Not saying anything bad about that judge, but he was wrong.

The effect of the 're-flippable' monsters like "Stealth Bird" don't care about whether or not the monster attacked, just like "Book of Moon"s effect doesn't care if the monster already attacked this turn or not.

The thing to remember and understand is that it's not a 'manual' change back to face-down defense position. You are activating and using the effect of the monster to flip it back to face-down defense position.

Direct from the UDE site:
"You CAN change the position of a card with a card effect even if it already had its position changed that turn, or attacked, or was Summoned or Set that turn."

"You can attack with your face-up "Guardian Sphinx", then flip it face-down."

Always remember, you only have 1 manual position change once per turn by the "player". "Effects" however, can change the battle position of a monster numerous amounts of time within a turn.

Stealth Bird is flipped-face up to "attack position" - Manual Change
Stealth Bird is flipped-face-down to "defense position" by Steal Bird's effect - Effect Change

Yes, you do have 1 Manual Change per turn. But if an effect occured changing the battle position of 1 monster on the field, you can no longer change the battle position of that monster by a manual change that turn.
