Tailor of the Fickle - Damage Step?

I'm pretty sure the answer to this is no, but want to hear it from the experts.

Can a Tailor of the Fickle be activated during the damage step?

The argument I was given was that it does indeed change the ATK/DEF of a monster by moving an Equip Card to it. I believe the rule is that the activated card must directly change the ATK/DEF and that this would not be a legal activation of Tailor of the Fickle. But if I think about it too much, I start thinking maybe it is legal after all. I have not been able to find anything on the Judge's List that addresses this directly.

Tailor of the Fickle may not be activated during the Damage Step, Tailor of the Fickle itself has no effect whatsoever that modifies or influcences the values of a monster card's ATK/DEF points.
