Can you activate his effect during your draw phase.
Becase I was playing somebody and they had creator on their field and i was going to destroy it whith my Raigeki Break but they said they could still use the effect sinces its on the field.

This is where "priority" is confusing some individuals. Just because you have a monster on the field for more than one turn does not mean that the owner can use the effect "at will".

Tribe-Infecting Virus, Black Luster Soldier (removal effect), The Creator, Chaos Emperor Dragon, etc... May only use the effect during a Main Phase, and only on the Controllers turn.

also what was ignition effect called at first.

They used to be called cost effect. That was too confusing because not all cost effect monsters (ignition effect monsters) required a cost to activate their effect.

"Normally", if you have a "choice" in activating the effect of a monster card, it's an Ignition Effect.

Cards like Sinister Serpent, Vampire Lord, Sacred Phoenix of Nephthys, are effects that "trigger" during your Standby Phase, and of those, V. Lord and Phoenix are mandatory to activate.

Tribe-Infecting Virus, Chiron the Mage, Red-Eyes B. Chick, The Creator Incarnate are Ignition Effects and can only be used during a Main Phase of the Controllers turn.

So the key is usually optional activation, but not necessarily a hard and fast rule.

Most effects are easy to recognize if the effect is "mandatory", or if the effects are "optional".

Some "trigger" effects are optional, and some "trigger" effects are "mandatory" much like Vampire Lord.
