Effect:You can Special Summon this card from your hand if your opponent has at least 2 more monsters on the field than you do.

Ok, a guy with 'fiend' in name and Warrior as type. At first a look at his obvious stats and effect usage, then a little more complex look at certain situations and finally other comparable monsters plus a conclusion.

I. The Obvious
His effect allows you to special summon him from your hand without tribute when your opponent has at least 2 more monsters than you on the field. After you did so, he'll only have one more at most.

As this summon is a special summon, you can further normal summon or tribute summon a monster, having the same number of monsters on the field as your enemy has.

On the other hand, his ATK would be ok for a 4-star, for a 6-star it's rather low: 2300 is not concerned high these days, you'll want to get some good effect along with such a monster (like Mystic Swordsman LV6), 2400 is the standard, 2450 for Dark Ruler Ha Des, 2500 for Summoned Skull.
He'll fall to Giant Orc (and Jirai Gumo :D ), even more so to GAF.

II. When to tell the guy to go away and when not
That is when you should start to think about some strategies, using him as a beatstick won't work really well.

1. When swarmed by your opponent, let's say with level 4 warriors or whatever, put him out.
2. When playing a warrior deck or against someone with a warrior deck, and thus with cards on the field that boost warriors, he'll benefit from that. He is a warrior, at least.
Let's say, your opponent has 2 monsters on the field, you summon The Fiend Megacyber and then Command Knight :D 2600 ATK will wipe away any unboosted 6-star.
3. You opponent plays Scapegoat: your chance to summon up to THREE The Fiend Megacyber from your hand plus another monster. Then flip Meteorain and win the duel.
You can also play Ojama Trio and Windstorm of Etaqua.
4. He also benefits from other warrior-supporting cards like The Warrior Returning Alive, just to metion that.
5. Boost him another way: when your opponent has at least 2 more monsters on the field, chances are he's on the way to victory and you have lower lifepoints than your opponent. Megamorph.
Or anything else, go search some Equip Magic cards!
6. Put him on the field and tribute him for a REAL fiend with 2450 ATK, or Great Maju Garzett, or whatever.
7. Metamorphosis him. 6-star fusions can be quite nice, you know, and the strongest of them also have only 2200 ATK, with Metamorphosis you gain an effect...it's a situational decision. So you kick him for either Ryu Senshi, this Dark Dragon Rider Knight Blade (this Rare from RDS) or Dark Flare Knight, one of my favourites. In a Dark Flare Knight + Mirage Knight Deck (that are Warriors, too) he can be very useful and be the first part of a OTK.
8. Set him up for defense. Ok, this ain't a real strategy, is it?

III. Who is gonna give more for less

Attack: Giant Orc is easier to summon, but has another drawback, GAF is stronger, so is almost every commonly used 5- or more-star monster.

Other supported or support-dependant monsters: He needs support, is he used for something else than defense or tribute. When playing a WATER deck and using A Legendary Ocean as the supporting card, and thus also summoning monsters easier than you normally could PLUS boosting their ATK, Giga Gagagigo would need no further support, in no situation, with his 2650 ATK, and Levia-Dragon - Daedalus with 2800 ATK and only one tribute. So the support (monster effect, field spell or maybe equip) for The Fiend Megacyber better be comparably good and benefit some other monsters than only him as well. Warrior-deck comes to mind again, and the option of equips fades in the distance...

IV. Almost finished

Pro
- a special summon, a normal summon is additionally possible
- thus a good way to close a gap between you and your opponent monster-wise.
- searchable with witch, if you play the Appropriate format (though then there are even more better cards)
- a warrior, no need to say more
- metamorphable
- try him with Ojama Trio or Scapegoat
- your opponent won't wast cards all too often on him

Con

- Three letters: ATK
- When you special summon, let's say, two of them and another normal summon monster, Torrential Tribute is going to make you cry.
- your opponent has to have an advantage so you can use him (without a tribute)
- if you have an advantage over your enemy, he'll be dead weight in your hand, useless to tribute summon him, but another card could be much better then. Not only BLS-EotB ;)
- When in this Scapegoat-situation, I could imagine a better card-combination using only 3 cards: Asura Priest, Axe of Despair and Fairy Meteor Crush
- nowadays, monsters don't last that long on the field, and thus you might have a hard time to see it happen that your opponent has many more monsters than you have on the field (except when you have a weak deck, but then The Fiend Megacyber won't save you, either)
- the artwork is ugly. In the anime he looked okay, but on the card he looks like a toaster repaired by Homer Simpson (though these normally allow travelling through time and space)

As you see, more Cons, thus putting him into your Deck should have some reasons. His effect depents on your opponent having many monsters on the field, not a beneficial trigger. Bringing him out won't save you (2200 ATK), though you can summon another monster. You have to do something with him, Metamorphosis is an option, wasting equip cards just on him isn't.
So he must fit into your concept, a warrior deck or a Dark Flare Knight + Mirage Knight Deck with Metamorphosis could take some advantage, here you need stronger monsters to suicide Dark Flare Knight.
 
this is a pretty nice review... its format almost looks like an article, lol...

i never really liked this card... i used it in a warrior beatdown deck i made in the gameboy game once, but it didnt work wonders or anything. it usually was deadweight in my hand. not that it needs a deck based around it or anything, but it doesnt work miracles... id much rather use a Monarch or Airknight Parshath... or Total Defense Shogun... hell, id even use Jinzo over this, and i hate Jinzo. in a warrior deck, Freed the Matchless General should be the first tribute, if not the second.

Swarm!

Personally, I like this card. As you mentioned in the review, the special summon of The Fiend Megacyber and then normal summoning a Command Knight is killer. Using his special summoning effect promotes swarming which is what warriors do best anyway. (The Fiend Megacyber + Marauding Captain + Command Knight anyone? :D )

Not only is he a warrior, but let's not forget he's DARK too. Very beneficial to Chaos, especially if you're running a strictly warrior Chaos deck with Black Luster Soldier - Envoy of the Beginning.
He's got some good combos, and he's got all the traditional warrior support to which there's plenty of. I don't think he has a home in every deck, but a warrior deck should try at least 1 or 2.
