The reason for all the Jowgan/Last Turn confusion

If "Jowgen the Spiritualist" is on the field, you cannot activate the effect of "Magical Scientist" (so you cannot even pay the cost to try and activate "Last Turn", for example).

This is from the FAQ ruling for Magical Scientist. And this is the reason why so many people think The Jowgan/Last Turn Combo no longer works. I've read all the reasonings and seen the Judges list on why this combo does work. I never had any confusion as to how the combo worked. What nobody seems to be asking is what the heck does this ruling mean? The only way to interpret this ruling is to say that the two can't be used together.

Now keep in mind I understand that Jowgan/Last Turn works and I dont dispute that. What I want to know is what did they mean by this?
 
That was careless writing, I think. The intent of the parenthetical statement would be to pay your LP down so you could get to the 1000 LP threshold. (i.e. I have 1500 LP and Magical Scientist on the field. I would want to pay 1000 LP to get to 500 so I could activate Last Turn). But yes, I can see the headaches coming.
