toon gemini elf can be special sumon IF toon world is not on the field? ( from hand or grave)

'Toon Gemini Elf' is NOT Special Summoned (like all DB2 Toons), it's a Normal Summon, and yes, it can be done without 'Toon World' on the field (of course, if from the graveyard it's a Special Summon... but that's not the point, since it doesn't have a Summon Condition like the old toons).

Well, actually, yes, it can be. That may not be the most common way to summon it, but there's no reason why one couldn't special summon TGE.

I was obviously talking about the initial summon from hand, I'm just saying it doesn't have a Summon Condition.

As they've said, yes, you can normal summon, but it loses all the toon perks...it becomes a delayed monster.
Not quite. As Slither pointed out, it is still a Toon monster and subject to all the Toon issues, provided Toon World later enters the field. So it doesn't "lose" its Toon effects. It just fails to receive them. In fact, the effects really aren't built into the card as many perceive it. They are continuous effects like Jinzo's or any other continuous monster card, but they are only active when Toon World is.

Also, I believe the word is "perques" not "perks". But I'm not certain of that, and too lazy to look it up, so you're off the hook this time. XD
