Toons + Ceasefire

I just noticed that Toon monsters only say Toon on them, and not effect
...but they have effects, and are effect coloured...
do Toons count as effect monsters for Ceasefire/The Spell Absorbing Life?

Orange card always = effect monster.

Yes, Orange (or Brown depending on your perspective) is always an Effect Monster. This applies to Toons and Spirits.
