trouble with blowback dragon

i want to know how this card works exactly...

ok, i declare i want to use blowback dragon effect of course in my main phases (1 or 2) AND select a target of this effect on my opponent side of field, correct? (i chose a face down spell/trap)

my opponent responds he doesnt not wish to respond to the target i chosen of blowback dragon's effect

(AT THIS POINT) is when i toss a coin up to 3 times trying to get 2/3 result of heads and i am successful, and my opponent declares he may respond to the effect now and activates ceasefire and i was ruled out by everyone there, and that my opponent may wait to see if blowback dragon effect is successful then decide to respond (the head judge however, was in london)

isn't this move illegal since my opponent cannot respond and/or chain to any effect regardless when it is in the resolving state, like when blowback dragon resolves and flips coins.

actually you could chain a F/D ceasefire to blowbacks effect even after you flip the coins because you could chain to the destruction of ceasefire with ceasefire.

stage 1: use blowbacks effect on a F/D S/T
stage 2: flip the coin 3 times or do 2 heads in a row and destroy the F/D card
stage 3: opponent chains the destruction of the F/D card with the F/D card itself so you just waisted BB dragons effect pretty much...

Anyway if he activates ceasefire, you also cannot stop the effect because your blowback only destroys the card, it does not negate the card. But if he activate 1st, then your flipping of coin would be a waste.
