Ultimate Offering, another question

Can Ultimate Offering chain its effect to its activation? Fox example, Player A uses Mobius to attack Player B's Magician of Faith in attack position, can Player B activates Ultimate Offering during battle phase to sacrifice Magician of Faith and summon Summoned Skull? Or Ultimate Offering has to be activated before the attack (in Player A's main phase 1) to allow Player B to use its effect during the battle phase?

let me see if i can get this straight...
so ultimate offering effect

1) can only be used by me. even in my opponent's own main phase he can not use the effect to pay 500 and summon again?
2) can be used in my main phase 1, main phase 2 and opponent's battle phase (something like call of haunted but just a normal summon?)
