Uria and summoning

"This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by sending 3 face-up trap cards from your side of the field to the graveyard."

Question- If I have three or more trap cards set on the field and my opponent activates Heavy Storm or Giant Trunade, can I chain the trap cards, turning them face up and Special Summon Uria or can I only summon him on my turn?

Aside form that, it's a built-in Special Summoning effect, like Black Luster Soldier - Envoy of the Beginning or Dark Necrofear. You cannot chain Uria, Lord of Searing Flames' effect to resolving Trap Cards. And you can only summon him during your Main Phase.
