Valkyrion vs Ring of Dest

Hello

Scenario:
My opponent, Bob, has 'Valkyrion the Magna Warrior' face-up on his side of the field. He also has the 3 Magnet Warriors in his Graveyard.

I have 'Ring of Destruction' face down on my side of the field.


Question 1
It is my turn and I activate Ring of Destruction and target Valkyrion. I believe that Bob cannot activate his effect (as the 2nd step in the chain) and send Valkyrion to the Graveyard to summon the three Magnet warriors because his effect is Spell Speed 1 and Ring is Spell Speed 2. Correct?


Question 2
It is Bob's turn and I activate Ring of Destruction and target Valkyrion. This time, Bob has turn priority and can pay the 'cost' and send Valkyrion to the Graveyard to summon his three Magnet warriors. My Ring then has no valid target so is simply destroyed. Correct?

I believe that the answer to your Questions is the same in either case. Valkyrion's ability can not be activated in either case. I don't think it has anything to do with priority but with how chains work. Spell speed 1 cards or effects can not be activate/chained to spell speed 2 cards.
But like I said I'm not sure. And as far as I understand Valkyrion isn't an effect monster. I'll be interested in seeing what the more experienced members will say.

2. - not quite correct, you could activate RoD during his Standby/Draw Phases and the effect of Valkyrion could not be legally actived during either of these. Also if you chain RoD to his activation of a spell/trap or the effect of another of his monsters then the activation of those uses up his priority and so he cannot do anything until after the chain resolves.
If however you activated RoD in response to a summon by him he would have priority to activate the effect of one of his monsters and so could claim that he'd wAnted to use Valkyrion's effect, thereby allowing him to activate it before your RoD can resolve. Since this would put your RoD after it one the chain I don't think it would even be a legal activation and as such you would put your RoD back face down. This is because RoD is targeting, since you prematurely activated it before your opponent passed priority your target is not actually there when it is activated and as such it was incorrectly activated. This is due to the fact that sending Valkyrion to the Graveyard is a cost, and costs are paid at the activation of a Spell/Trap/Monster Effect, not the resolution.
 
1) You are correct.

2) You need to be a little clearer on the description of the scenario. If you were trying to imply that it was his Main Phase 1 so to speak, could he send Valkyrion to the Graveyard before "Ring of Destruction" is activated? Yes. In fact, Ring couldn't be activated to target Valkyrion since he wouldn't be on the field. However, "Ring of Destruction" could be activated in the Draw or Standby phases and you'd still get to destroy it before he could bring all 3 Magnet Warriors out. However, if you meant the Question the way you worded it, if you gave Bob the chance to activate an ignition effect and he declined, yes you can just Ring Valkyrion then and there's also nothing he can do.
 
The answer isn't the same depending on when you activate Ring.
If you activate it in response of Valkyrion's summon, then your opponent can claim priority. If you wait for your opponent to pass priority, then he cannot activate Valkyrion's effect.
